The PCB shipped with the NKC Motor Shield for Arduino (version 1.4) has a section that works as an encoder. The motor shield KIT does not include the components needed to assemble the encoder, but the user can purchase them and populate the encoder:

    IC1 = 74HC32N (Quad 2-input OR gate)
    R1 and R2 = 100K 1/4 W resistor
    R8 and R9 = 2K 1/4W resistor
    R10 and R11 = 470ohm 1/4W resistor
    LED1 and LED2 = 3mm LED (any color)
    S1 and S2 = tactile switch
    E1 and E2 = single male header or just wires
